What Are ISSA 612 Production Rates?

ISSA 612 production rates are standardized benchmarks published by the International Sanitary Supply Association (ISSA) that define how many square feet one cleaner can service per hour for different types of cleaning tasks and areas.

The "612" refers to the ISSA Cleaning Times and Tasks publication — the most widely referenced source for cleaning time estimates in the commercial cleaning industry. These rates are used by facility managers, bid consultants, cleaning contractors, and janitorial software companies worldwide.

Think of them as the "speed limit" for cleaning. They tell you: given a trained cleaner using standard equipment in normal conditions, this is how fast the work should go.

How ISSA 612 Rates Are Calculated

ISSA production rates are derived from time-and-motion studies conducted across hundreds of cleaning operations. The methodology:

1. Observation: Multiple trained cleaners perform the same task (e.g., vacuuming carpet in an office) while observers record the time taken.

2. Averaging: The times are averaged to establish a baseline.

3. Adjustment: The average is adjusted using a fatigue and personal time allowance (typically 15–20%) to account for realistic working conditions — breaks, equipment reloading, moving between areas.

4. Rate Calculation: The final production rate is expressed as cleanable square feet per hour (sqft/hr). Higher numbers mean faster cleaning; lower numbers mean more time-intensive.

The rates assume:
→ A trained cleaner (not a first-day hire)
→ Standard commercial equipment (upright vacuum, mop and bucket, etc.)
→ Medium soil level (not brand-new, not heavily soiled)
→ Normal furniture density

→ General Office Space: 3,500–5,000 sqft/hr
→ Lobbies & Corridors: 5,000–6,000 sqft/hr
→ Conference / Meeting Rooms: 3,000–4,000 sqft/hr
→ Elevators: 500–700 sqft/hr

Specialized Areas:
→ Restrooms: 800–1,200 sqft/hr
→ Break Rooms / Cafeteria: 2,800–3,500 sqft/hr
→ Medical / Clinical: 1,800–2,500 sqft/hr
→ Laboratory: 1,500–2,200 sqft/hr
→ Kitchen (Commercial): 2,000–2,800 sqft/hr

Educational:
→ Classrooms: 3,500–4,200 sqft/hr
→ Gymnasium: 5,000–6,500 sqft/hr
→ Locker Rooms: 1,500–2,200 sqft/hr

Industrial:
→ Warehouse / Distribution: 5,000–7,000 sqft/hr
→ Manufacturing Floor: 4,000–5,500 sqft/hr
→ Loading Dock: 4,500–6,000 sqft/hr

Retail:
→ Retail Store: 4,000–5,500 sqft/hr
→ Showroom: 3,500–4,500 sqft/hr

Note: Ranges reflect light to heavy soil conditions. Most bidders use the midpoint for standard estimates.

How to Use ISSA Rates in Your Bids

The production rate tells you how long a job will take. Here's the step-by-step:

Step 1: Break the building into area types (office, restrooms, lobby, etc.)

Step 2: Divide each area's square footage by its production rate to get hours.
Example: 8,000 sqft of office space ÷ 4,200 sqft/hr = 1.90 hours

Step 3: Sum all areas to get total hours per cleaning visit.

Step 4: Multiply by visits per month (5x/week ≈ 21.7 visits/month) to get monthly labor hours.

Step 5: Multiply by your fully-loaded labor cost (wage + FICA + workers' comp + SUTA) to get your labor expense.

Step 6: Add overhead (8–15%) and profit margin (10–20%) to get your bid price.

This is the same methodology used by facility management companies, BSCAI members, and professional bid consultants. Using ISSA rates in your proposals also builds credibility — clients recognize the standard.

When ISSA Rates Don't Apply

ISSA production rates are excellent benchmarks, but they have limitations:

Heavy soil or post-construction: A building that hasn't been cleaned in months will take 2–3x the standard rate on the first deep clean. ISSA rates assume ongoing maintenance cleaning.

Non-standard equipment: Auto-scrubbers can clean hard floors 3–5x faster than a mop. If the client provides or allows powered equipment, your production rate improves dramatically.

Extreme fixture density: An office with 40 desks crammed into 2,000 sqft cleans much slower than an open-plan space. ISSA rates assume standard furniture density.

Specialty cleaning: Floor stripping and waxing, carpet extraction, window cleaning, and high-dusting all have separate production rates outside the standard 612 tables.

The ISSA manual itself recommends developing your own building-specific rates over time. Use ISSA as your starting point, then refine based on actual performance data from your crews.
